Toward an International Torture-Free Trade Treaty

In 2017 a group of some 60 countries formed an Alliance for Torture-Free Trade and urged the UN to develop international standards to curtail the trade in instruments that are used for torture or regularly misused by police — an array of commodities that range from thumbcuffs and leg irons to rubber bullets, police batons and tear-gas launchers. Work on the issue has quietly percolated in the halls of the UN, and formal discussions will open soon to consider the possibility of an international treaty. Susan Waltz discussed the following: Who is backing the initiative and what provisions are they advocating? What is involved in the process, what are the obstacles, and what are the prospects? And what could an international treaty accomplish?

Susan Waltz is Professor emerita at the Ford School of Public Policy at University of Michigan, where she taught courses on human rights and international relations. She has worked with Amnesty International for many years and was involved in the organization’s efforts to promote an international Arms Trade Treaty. She currently co-chairs a coordination group on military, security and police transfers for Amnesty International-USA.

Professor Waltz was also the recipient of the 2019 GL-UNA Arthur H. Vandenberg Award.
